The European Regional Development and Protection Programme (RDPP) was launched in 2014 as a multi-donor European initiative combining humanitarian and development funds to support Lebanon, Jordan, and Iraq to better understand, plan, and mitigate the impact of the forced displacement of Syrian refugees on host communities. Its strategic objective is to ensure that refugees and host populations living in displacement affected communities access their rights, are safe, self-reliant, and refugees are able to avail themselves of a durable solution (voluntary repatriation, resettlement to third country, and local integration in country of asylum).

 

Following phase I of the programme which was implemented through 45 strategic and innovative partnerships in the region, a second phase of the RDPP has been initiated to run from October 2018 until December 2021. RDPP phase II is supported by the Czech Republic, Denmark, the European Union, Ireland and Switzerland, with an overall budget of 54.1 million Euros. The programme focuses on three thematic areas: (A) livelihoods towards durable solutions, (B) upholding and expanding protection space, and (C) research and advocacy. It also operates under four engagement principles which will be incorporated in partnerships, these are:

 

1- Localization: Prioritizing partnerships as directly as possible with national authorities, civil society and host government;

 

2- Innovation: Developing new approaches, methodologies, and technologies that create new added value for stakeholders and contribute to deliver higher, sustainable impact;

 

3- Humanitarian-development nexus: Strengthening the operational links between the complementary approaches of humanitarian assistance, development cooperation and conflict prevention.

 

4- Human rights-based approach: applied to all partnerships and programming across the three thematic areas.

 

All partnerships and programme activities of the RDPP are aligned with national development and response plans of its focus countries: Lebanon, Jordan, and Iraq.

 

 

 

OUR OBJECTIVE

Refugees and host populations living in displacement affected communities access their rights, are safe, self-reliant, and refugees are able to avail themselves of a durable solution

 

This will be achieved through partnerships focusing on:

 

• Livelihoods towards durable solutions: Improved access to safe and sustainable livelihoods opportunities for displacement-affected populations, in support of durable solutions through enhancing transferable employability skills, engaging with the private sector, and improving national partners’ capacities to create jobs and mainstream decent work.

 

• Upholding and expanding protection space: Protection space for vulnerable refugees and host communities is expanded through capacity development of national systems, authorities and civil society with a focus on vulnerable women, youth and children at risk.

 

• Research and advocacy: A more conducive environment for durable solutions through generating high quality and relevant research which can support evidence-based advocacy and policy development of host governments, donors, and national and international actors.

 

With the Syrian displacement as the core focus for the programme, the RDPP adopts a regional approach, in particular in the area of research and advocacy, while ensuring that programming and partnerships are reflective of and relevant to the country context they are operating in.

  OUR DONORS

RDPP II is supported by a platform of five European donors: The Czech Republic, Denmark, the European Union, Ireland and Switzerland. The Ministry of Foreign Affairs of Denmark manages the programme through the Programme Management Unit with offices in Beirut, Amman and Copenhagen.
